1. Head of Financial Stability and Statistics

Reports to: Deputy Chief Executive Officer – Professional Services

Main Purpose of the job

To lead the research and analysis of the Non-Banking Financial Institutions sector, in accordance with best practice and International Standards, to inform sector policies, regulations and legislations.

Key Performance Indicators

  • Quality of statistical bulletins and other reports produced
  • Reliability of forecasts
  • Reliability and usefulness of expert advice
  • Quality of response to external requests for information
  • Good relations maintained with external sources of information
  • Prudential budget management
  • Meet reporting obligations
  • Risks identification, assessment, and successful mitigation
  • Improvement in quality and service delivery standards
  • A high performing, motivated and an engaged team
  • Productive contribution and inputs to internal /external committee
  • Continuous professional development and application of innovative practices for work improvement

Qualifications and Experience

  • At least a Master’s in Statistics or Finance or Economics or related fields from a recognised institution
  • A PhD from a recognised institution will be an added advantage
  • At least 10 years of relevant post-qualification first degree qualification of which at least three (3) years should have been at senior management role.

2. Manager Financial Stability and Statistics

Reports to: Head of Financial Stability and Statistics

Main Purpose of the job

To plan, coordinate, manage and direct the analysis, reporting and dissemination of data and information on the NBFI sector as well as forecasting

Key Performance Indicators

  • Timely publication and production of statistics
  • Quality of publications
  • Quality, reliability, accuracy, completeness of data
  • Up-to-date statistics and reports
  • Production of realistic forecasts
  • Regular update of forecasts
  • Contribution and adherence to plan/ budget/ target
  • Operational improvements
  • Meeting reporting obligations

Qualifications and Experience

  • At least a Master’s in Statistics or Finance or Economics or related fields from a recognised institution
  • At least 8 years of similar experience post qualification, including a minimum of 2-3 years in a comparable line management position

Competencies

  • Proficiency in Research techniques, data collection, compilation, processing, analysis and reporting
  • Technical knowledge of Forecasting and modelling techniques, approaches and methodologies
  • Personal value system (personal integrity, conscientiousness & strong moral character)
  • Professionalism and adherence to good work ethics
  • Resilience, personal drive and self-motivation
  • Results and performance driven

 

3. Principal Legal and Enforcement Officer

Reports to: Deputy Director, Legal and Enforcement

Main Purpose of the job

To provide high quality advice, opinion and assistance to NBFIRA on legal matters and issues, for formulating the best possible legal solution and for guiding NBFIRA in taking an appropriate decision

To carry out effective enforcement in respect of any non-compliance of NBFIs to applicable legislations and regulations

To provide end to end board secretariat services to NBFIRA Board Committees, as well as board secretarial support to the Board Secretary.

Key Performance Indicators

  • Good, reliable, timely professional advice within the legal framework
  • Effective management of legal compliance issues
  • Maintaining up to date database and record of legal documents
  • Compliance with all relevant policies, procedures and regulations
  • Number of enforcement actions
  • NBFIs implementing remedial measures to address weaknesses and non-compliance
  • Strength of working relationship with internal and external stakeholders
  • Quality of reports (complete, accurate, timely)
  • Contribution and adherence to plan/ budget/ target
  • Operational improvements
  • Meeting reporting obligations
  • Audit recommendations implemented and fall in audit queries

Qualifications and Experience

  • At least a Degree in Law from a recognised institution and a license to practice law in Botswana
  • A Master’s in economics, Finance, Statistics, Actuarial Science, Business or related fields from a recognised institution will be an added advantage
  • At least 8 years of similar experience post qualification, including a minimum of 2-3 years in a comparable line management position

Competencies

  • Specialised knowledge and technical skills in the application of Laws and legislations in Botswana
  • Licensing, supervision and enforcement activities
  • Procedures, processes, best practices in financial supervision and regulation
  • Acts governing the NBFIs
  • Proficient in the use of computers and software relevant to the position
  • Personal value system (personal integrity, conscientiousness & strong moral character)
  • Resilience, personal drive and self-motivation
  • Results and performance driven
