INVITATION FOR EXPRESSION OF INTEREST TO PROVIDE A CONSULTANCY SERVICE FOR THE RECRUITMENT AND PLACEMENT OF A DEPUTY CHIEF EXCECUTIVE OFFICER FOR NBFIRA

1. PREAMBLE

The Non-Bank Financial Institutions Regulatory Authority (NBFIRA) seeks to appoint a 100 percent citizen owned company to assist with the recruitment and placement of Deputy Chief Executive Officer – Regulatory Services.

The purpose of the terms of reference is to provide clear guidelines with respect to the scope of work that NBFIRA expects from recruiting agencies. The guidelines are however not exhaustive. Other activities may be agreed with NBFIRA as required.

2. BACKGROUND

The Authority exists to regulate and supervise the non-bank financial institutions (NBFIs) as per Section 4 of the NBFIRA Act, 2016 (CAP 46:08).  The principal objective of the Authority is to foster the following:-

(a) Safety and soundness of the NBFIs;

(b) The highest standards of conduct of business by the NBFIs;

(c) Fairness, efficiency and orderliness of the Non-Bank Financial sector;

(d) Stability of the financial system; and

(e) Reduction and deterrence of financial crime.

3. TERMS OF REFERENCE

The Agency will through headhunting of qualified and competent candidates undertake the following:

(a) Undertake candidate profiling of all candidates and preliminary screening and interviews to identify candidates who fit the profiles.

(b) Make recommendations of the shortlisted candidates to the Chief Executive Officer (or to any other personnel as may be duly authorised) through the NBFIRA Human Resource Department, indicating reasons in support of the identified shortlisted candidates.

(c) Prepare for approval by the Chief Executive Officer, or to any other person(s) as may be authorised; interview packs, including interview questionnaire and/or an assessment criterion for the interview panel.

(d) Arrange for interviews in collaboration with NBFIRA with respect to venue and members of the panel. The agency should undertake the necessary work to ensure that shortlisted candidates are informed about the interview, and other necessary activities as the case may be.

(e) Produce a comprehensive integrated report for NBFIRA’s consideration. The report should among other things contain comparative analysis of the candidates based on their overall performance on the interview and the assessment with clear recommendation of the candidate to be considered for appointment to the position based on the job fit analysis results.

(f) Discuss the report with NBFIRA to assist in understanding the results and the basis for the recommendation.

(g) Carry out any other service in association with the required scope of services to the satisfaction of the Chief Executive Officer or any other person as may be so authorised.

4. PROCESS

The Authority shall select EOI submissions from the pool received and invite those shortlisted to submit full tender proposals for the required service. The Authority reserves the right to decide on the number of companies to be shortlisted based on the assessment.

5. SUBMISSIONS

5.1 Your Expression of Interest Proposals should include company profile, the qualifications and experience of your key personnel, number of staff to be assigned to the project, experience and qualification of the company on the recruitment and placement for executive positions. Required experience should be demonstrated by evidence of reference letters of similar service provided.

5.2 The EOI proposal should be limited to a maximum of 5 pages. Late, telegraphic, telex, telephone submissions will not be accepted.

5.3 The Closing Date for submissions is on the 18 October 2023 at 1600 hours

6. ENQUIRIES

6.1. All Queries relating to the issue of these documents may be addressed in writing and emailed to  procurement@nbfira.org.bw.

6.2. All queries should be received in writing ten (10) working days before the closing date of the tender; the Authority shall not respond to queries received after the stipulated time.
