Vacancy – Manager Financial Stability and Statistics

Non-Bank Financial Institutions Regulatory Authority (NBFIRA) invites suitably qualified individuals to apply for the following vacancy:  Manager Financial Stability and Statistics.

Reports to: Head of Financial Stability and Statistics

Main Purpose of the job

Design, develop and maintain comprehensive and holistic macroprudential regulatory and supervisory frameworks that support NBFIRA’s financial stability objective. The role involves identifying and monitoring systemic risk through stress testing, quantitative and qualitative impact assessments, conducting high-quality macroprudential policy research and providing policy recommendations on vulnerabilities and risks emanating from the domestic and external sector.

Key Performance Areas

Financial Stability Analysis, Research and Forecasting

  1. Develops and maintains NBFIRA’s macroprudential frameworks and models such as stress testing, safety nets and classifications.
  2. Oversees development and maintenance of a database on macroprudential indicators for the NBFI sector.
  3. Checks and verifies data captured on the database used for macro-prudential supervision purposes and for the production of various reports.
  4. Coordinates macro-prudential surveillance by analysing and monitoring trends of macro-prudential indicators for the sector.
  5. Continually conducts research to inform macroprudential policy formulation and implementation.
  6. Contributes to the production of high-quality reports and publications including Financial Stability Report, Annual Report, Statistical Bulletin. 
  7. Prepares briefing papers for Executive Management and relevant Committees as appropriate.
  8. Coordinates and supervises the conduct and commissioning of studies and research to gain information on the NBFI sector.

Management

  1. Ensures team compliance with all relevant NBFIRA values, policies and standards, and statutory requirements
  2. Advises management on the development and implementation of the Department’s strategies and programmes, with particular reference to financial stability matters.
  3. Coordinates production of Board Papers on the relevant areas of work.
  4. Participate in monitoring the Department’s operational effectiveness, progress and performance on a regular basis, and propose changes for improvement.
  5. Initiates activities of the Department and allocates duties to junior staff in accordance with the Department’s work programme.
  6. Effectively supervises and implements staff development and training programmes, including on-the-job training in line with strategic objectives of the Department.
  7. Monitors and evaluates performance of junior staff
  8. Acts as the internal quality coordinator for the department
  9. Coordinates, as well as formulates a strategy for inter-agency collaborations and information sharing on financial stability matters.
  10. Undertakes such other duties as directed by Head of Financial Stability and Statistics

Qualifications and Experience

  1. Master’s Degree in Economics, Finance, Statistics, Data science, Mathematics, Computer science, or another relevant field.
  2. Four years post qualification experience in the field of Financial Stability, Macroprudential policy analysis or Financial Markets Regulation and Supervision.

OR

  1. Bachelor’s Degree in Economics, Finance, Statistics, Data Science, Mathematics, Computer Science, or another relevant field.
  2. Six years post qualification experience in the field of Financial Stability, Macroprudential policy analysis or Financial Markets Regulation and Supervision.
